The 23rd Dynasty was a mess of rulers in different cities, all fashioning themselves as "king" of Egypt even i they ruled a single city and fought amongst themselves. The kings in Tanis that are known are:

Neferkare-Pepi

reigned 665-657
Probably a regent, holding Tanis. He is mentioned on monuments with Psamtik I.

Pedubast II

reigned 680-665
praenomen Sehetepibenre
He was the successor of a regent named Gemnefkhosubak on the throne at Tanis. A statue of him susrvives in Memphis, and his name is on a few blocks from the Temple to Amun at Heliopolis.
